IDAHO LIBRARY ASSOCIATION

PUBLIC LIBRARIES DIVISION

ARTICLE I

Name

The name of this Division shall be the Public Libraries Division of the Idaho Library Association.

ARTICLE II

Purposes

The purposes of this Division shall be to promote the development of better public libraries and library service in Idaho, and to strengthen the professional growth of persons employed in public libraries in Idaho.

ARTICLE III

Membership

Members of the Idaho Library Association may elect to be members of the Public Library Division[AN1] .

ARTICLE IV

Officers

Section 1. Officers. The officers of this Division shall be a Chairperson, Chairperson-elect, and immediate past Chairperson. The Chairperson shall serve a two-year term.

Section 2. Elections. The Public Library Division chairperson shall be nominated and elected in odd-numbered
years in accordance with Idaho Library Association By-laws (article 4, section 2c).

Section 3. Vacancies. In case the office of Chairperson becomes vacant, the Chairperson-elect shall assume officeand[AN2]  serve the remainder of the term as well as the term for which he/she was elected. If, for any reason the Vice-chairperson is unable to assume the office of the Chairperson or the Chairperson-elect office is also vacant, the President of ILA, with the approval of the Executive Board, may appoint a person to compete the term of office.

Section 4. Duties of the Officers.
The duties of the Chairperson shall be those usually pertaining to such a position, in addition to the following.

1. Shall chair division meetings and insure that minutes of the meetings are prepared.
2. Shall prepare a written report for the Division, for presentation at the annual business meeting of the association, at ILA Executive Board Meetings, and at other times for publication in the Idaho Librarian.
3. Shall serve as a member of the ILA conference committee and plan the program for the Division for the annual conference.
4. Shall serve as a voting member of the ILA Executive Board.
5. Shall submit the annual budget for the division to the ILA Executive Board, and submit bills for divisional expenses, within authorized limits, to the ILA Executive Board.
6. Shall serve as a member of the Association Nominating Committee for the purpose of submitting names of division members in good standing as candidates for division chair.

ARTICLE V

Meetings

Section 1: Annual Business Meeting.
The annual meeting for the purposes of conducting business shall be held in conjunction with the annual conference of the Idaho Library Association.

Section 2: Special Meetings. Special meetings of the Division may be called by the Chairperson.

ARTICLE VI

Committees

Section 1. Special Committees.
Special Committees may be appointed by the Chairperson. Such Committees shall serve until completion of the work for which they were appointed.

Section 2. Awards Committee. The Public Library Division Chairperson will appoint an Awards Committee including either the Chairperson-elect or the Immediate Past Chairperson of the Division, and one or
more members of the Public Library Division. The chairperson of ILA's Scholarship, Recruitment, and Awards Committee may serve as an ex officio member. The Awards Committee establishes criteria for and administers selection of recipients for the Idaho Public Library of the Year Award.[AN3] 

Section 2. Awards Committee. The Public Library Division Chairperson will collaborate with the Idaho Library Association President to appoint a person to the ILA Scholarship, Recruitment and Awards Committee.[AN4] 

ARTICLE VII

Quorum

A quorum for the transaction of business shall consist of ten (10) members of the Division.

ARTICLE VIII

Amendments

These By-laws may be amended by a two-thirds majority of ballots returned in a special mail ballot by members of the Division. Ballots returned by telefacsimile will also be accepted.

ARTICLE IX

Adoption

The By-laws will become effective upon their approval by a majority of Public Library Division members attending the annual meeting in Boise on October 8, 1999.
